What is the General Product Safety Regulation (GPSR)?

The GPSR ensures that non-food consumer products on the EU markets are safe. GPSR puts in place specific requirements for sellers who sell into the EU markets.

Who does the GPSR apply to?

Subject to forthcoming guidance, certain sellers who sell, manufacture, import, or distribute items into the European Economic Area (EEA) and are “traders” (which may include businesses and professional sellers) may fall under GPSR requirements, regardless of the seller’s location. This includes: 

  • All EU member states 
  • Iceland
  • Liechtenstein
  • Norway 
  • Northern Ireland

GPSR applies to all types of products, both physical and digital, unless they are covered by other safety regulations. GPSR does not apply to sellers who do not sell to buyers in EEA states and Northern Ireland. 

Etsy is unable to advise if you qualify as a trader or a private individual. If you’re unsure what your status is, reach out to your legal advisor for more information.

To update your trader status: 

  1. On Etsy.com, go to your Shop Manager.  
  2. Under Sales channels, select the pencil icon next to your shop. 
  3. In the Seller details section of your public shop, select Edit 
  4. Select your status as a Trader or a Private individual.
  5. Choose Save.

What do sellers selling into EEA states and Northern Ireland need to do for GPSR?

  1. Add an Economic Operator to your account and/or update the Manufacturers field in your listing forms.
  2. Add applicable information to the Product safety info field in your listing forms.
  3. Review the General Product Safety Regulation to determine additional updates you may need to make for your specific shop. 

Under the GPSR, products can’t be placed on the EU market unless they have an EU-based economic operator responsible for key safety tasks. If you’re a manufacturer based outside the EU, you may appoint a Responsible Person (such as an Authorized Representative) for your products in the EU.

To help you find a designated EU-based Responsible Person, Etsy has partnered with trusted third-party providers, Cert-Rep and International Associates, who offer GPSR compliance services.

What if I don’t want to sell my product in EEA states and Northern Ireland? 

You can opt out of selling your products to GPSR countries. Once you opt out, buyers in EEA States and Northern Ireland won’t be able to purchase items from your shop. 

To opt out of selling in GPSR countries: 

  1. Sign in to Etsy.com and open your Shop Manager.
  2. Select Settings.
  3. Choose Options
  4. In the Choose how you sell to GPSR states section, select if you want to exclude your Physical items from being sold in EEA countries. 
  5. If you sell Digital items, select if you want those to be unable to be sold in EEA countries.
  6. Choose Save.
